3. Lynn Swann, 1974

Lynn Swann is one of just two Hall of Famers on this list but he still checks in as the third-best 21st pick of all time. While Swann is enshrined as a Hall of Famer, his overall contributions are slightly less than the players above him on this list.

A receiver drafted by the Pittsburgh Steelers, Swann played in a different era when passing offenses were not as prominent. That being said, he still made his presence felt and was a key member of some really great Steelers teams that will go down in NFL history.

In addition to being a three-time Pro Bowler and one-time All-Pro, Swann is a four-time Super Bowl Champion and was named the MVP of Super Bowl X for his four-catch, 161-yard day that included one of the greatest catches in Super Bowl history.

Some old historians of the game may disagree with him ranking fourth on this list but if he did not have the luxury of playing for that excellent Steelers team he probably would not go down as favorably in NFL history as a Hall of Famer.
