It is clear that there is something the Chargers like in Finley and the team wanted to protect him from being claimed by another team. When the going gets tough and the Chargers need to make roster moves, though, someone like Finley becomes easier to move for the Bolts.
There is a chance that Finley proves he is indispensable and is saved on the 53-man roster. But just because he was a shocking inclusion does not mean he is guaranteed to last the entire season with the Bolts.
