15. Ryan Tannehill, Tennessee Titans

  • Average ranking: 17.33
  • Highest ranking: 14

Ryan Tannehill had an awesome run with the Titans last season once he took over the starting role and got paid a pretty penny this offseason because of it. The Titans are hoping that Tannehill proves that it was not a fluke and he is a legitimate top 10 quarterback in the league that you can win a Super Bowl with.

Or, this contract could look a lot like the one that the Jaguars gave Nick Foles that they very quickly got out of.

14. Jimmy Garoppolo, San Francisco 49ers

  • Average ranking: 14.3
  • Highest ranking: 10

There is a pretty high jump from Tannehill’s average ranking to Jimmy G’s and that is probably fair as this is where the quarterbacks enter a new level. Jimmy G is not close to that elite level, but he is good enough to lead a team to the Super Bowl and almost win it, although he, like Goff, needs weapons around him.

13. Tom Brady, Tampa Bay Buccaneers

  • Average ranking: 12.83
  • Highest ranking: 10

Yes, according to Bolt Beat, Tom Brady is still a better quarterback than Jimmy G. Brady is entering a new situation in Tampa Bay with some new toys around him and an improved offensive line. Brady very well could play like a top-five quarterback (albeit top 10 is more likely) or this could be the year that he falls off.

But hey, we have been saying that for years now.

12. Kirk Cousins, Minnesota Vikings

  • Average ranking: 11.5
  • Highest ranking: 10

Cousins has the same highest ranking as both Brady and Jimmy G despite having a much better average. That shows that Cousins is right on the cusp of being a top 10 quarterback but is not quite there. He is the perfect example of a quarterback that is better than a game manager and can win games for you but is not quite considered “great”.

11. Kyler Murray, Arizona Cardinals

  • Average ranking: 10.33
  • Highest ranking: 8

I personally have high expectations for Kyler Murray (I ranked him eighth) after what he showed in his rookie season. It has been a trend for quarterbacks to break out in year two and Murray got a new elite weapon in DeAndre Hopkins and will get even better in year two and be right on the cusp of being in the top 10, according to the Bolt Beat staff.
