SAN DIEGO — The San Diego Chargers are advising fans to arrive no later than 3 p.m. for Thursday’s preseason opener against the Seattle Seahawks because of the expected congestion stemming from the expected capacity crowd at Qualcomm Stadium and the usual afternoon commute traffic.
