Norv is. that means Norv is the HC so he makes the schedules and final roster decisions. Pagano can only make recommendations, to his boss. then do what his boss tells him.2) Injuries. this team seems to like the injury bug. while it seems when coaching changes are concerned, the Strength n' conditions, should have been addressed in the offseason. but again Norv is responsible for hire n' there to. (Note; these are virtually the same people that has followed Norv from The Redkins. they loved the injury bug to)3) Playmakers. there is a lot of talent. a lot of potential on this roster. but nothing can make a DC look like a genius than Playmakers.  Example; when the Chargers needed someone to make a play on those third an longs,last season, what usually happened is opposing offenses converted. While the QB had all day to survey the field and make a sandwich.   So i'm going to give Pagano some slack. just like i did Manusky. it will take some time for schemes to sink in.
